We interviewed cheated investors, spoke with neighboring residents who witnessed the crime unfold in 2014, and confronted the local police regarding the status of the ongoing criminal investigation.

The findings are damning. They reveal a calculated capture of public land, absolute civic complicity by the local ward office, and a community systematically silenced by political and financial muscle.

1. The Ground Reality: A Stolen Gym, a Shared Gate, and 60 Days of Terror

Our ground reporting reveals that the topography of the site itself holds the clues to this massive fraud. The entry to the site is through a single, traditional common gate that serves a dense cluster of an old residential society comprising 10 structures managed by 7 distinct landlords, all operating under tenancy frameworks.

According to older residents interviewed on-site, the space where the Ground plus 4-story (G+4) 'Patel Mansion' stands today was originally a fully functional local community gym used daily by the neighborhood youth.

"In 2014, Wahid Rafique Patel suddenly descended on this property with heavy machinery, demolished our community gym overnight, and aggressively began erecting an iron frame structure," a neighboring resident told this journalist on the condition of anonymity. "The entire building was put together in just 60 days using pre-fabricated 'I-Beams' and tiles. No proper concrete or cement was used. It looked exactly like a temporary transit camp frame."

2. Neighbors Confirm: "We Complained, BMC Officers Came Only to Get Managed"

A major revelation from our ground reporting completely obliterates the BMC C-Ward’s historical defense of ignorance. Neighbors confirmed that during those 60 days of rapid, illegal construction in 2014, they raised massive objections. They filed formal complaints directly with the BMC C-Ward office, which is located just a 2-minute walking distance away, right next to the 4-building cluster.

Despite the ward office being a stone's throw away, there was absolute radio silence and zero executive action to halt the construction. Residents state that municipal officers did visit the site multiple times and even pasted "Pull Down" notices on the illegal structure.

However, neighbors explicitly alleged to this Bureau: "Every time the BMC officers came with a notice, Patel 'managed' them behind closed doors. They would leave, and the construction would resume at double the speed." Once the temporary frame was complete, Patel immediately began offloading the 18 flats under tenancy rights to middle-class families, who moved in blindly, completely unaware that the building was officially marked as "demolished" on municipal papers by January 2015.

3. Police Station Confrontation: API Digambar Promises Major Update Within 2 Days

Following the site visit, this journalist, accompanied by a group of aggrieved investors, visited the L.T. Marg Police Station to confront the investigation team regarding FIR No. 0685/2026. We met with the Assistant Police Inspector (API), Mr. Digambar, who is leading the probe.

When questioned about the sluggish pace of the case and the police's decision to register a weak case under only Section 318(4) (Cheating) of the Bharatiya Nyaya Sanhita (BNS), 2023, API Digambar defended the department's position but issued a major assurance:

"Our investigation into the Wahid Patel case has reached a very strong and advanced stage," API Digambar told this Bureau. "We are working around the clock to secure absolute justice for these investors. Within the next 2 days, we will release a highly successful and significant update on this case."

This journalist actively lobbied the API, presenting our legal team's detailed assessment which demands the immediate addition of stringent BNS codes—specifically Section 316(5) (Criminal Breach of Trust carrying up to life imprisonment), Section 336/340 (Forgery), and naming the 2014-2015 batch of BMC C-Ward officers as co-conspirators under Section 61(2) (Criminal Conspiracy).

Responding to this, API Digambar explained the procedural roadmap: "At this immediate juncture, we cannot alter the active FIR framework. However, we are thoroughly reviewing these inputs. We will discuss these suggestions in detail with our senior supervising officers and ensure that these critical sections and civic officials are integrated directly into the final Chargesheet to lock the case airtight."

4. The Accused Builder Absconds; Statement Unrecorded

In line with the highest standards of investigative journalism, this reporter repeatedly placed phone calls to the primary accused, Wahid Rafique Patel (currently evasive from his recorded address at Nikhil Paradise, Flat No. 11, Near Neral Police Station, Navi Mumbai), to record his official statement and defense.

Patel refused to answer the calls and has effectively gone into hiding following the police's recent movements. This Bureau places it on record: If and when Patel returns our calls or issues an official statement, it will be published with equal prominence in our next follow-up story.

The physical proximity of the crime scene to the BMC C-Ward office—a mere 120-second walk—is undeniable proof of a deep, institutionalized real estate syndicate. A community gym was stolen, an illegal iron-beam fire trap was built in 60 days, and 18 families were defrauded of what translates to ₹30 Crores in today’s market valuation, all while the civic body watched.
